I think it is just granulated sugar plus few tblsp of water then you pack it into a mold and unmold it and then dry it in the oven for 25 or more minutes 200 degrees.

If it is only 2 tiers I think you can use only the straws maybe 4-5 of them.

Is there such a pan called Cowboy Boots pan out there? I think I read somewhere that there is such a pan ( it is a 3D pan) and it is very expensive!! But can't find it anywhere...
